I will now refer to the letter of the Governor of Hongkong dated the 19th

of April 1869 which has been transmitted to the Earl of Clarendon and is enclosed
in Their Lordships' despatch to your
Excellency.
I gather from this communication that the Governor of Hongkong defends his action in not co-operating with the Chinese Authorities by legislation against the armament of fishing dunken and the carrying of
Stink pots
and complains that, with reference to the duck disarmament, he was apparently
subjected to attacks for sacrifice of local interests, in imposing restrictions involving the seizure of every junk [Chinese]
arriving at Hongkong, while the three Roy took no steps in the matter on his part, and left him (the Governor) in the absence of any information from the Consul or himself (the Vice Roy) to continue the disarmament of junks frequenting the shores of Hong Kong; and with regard to Stink pots, that it would be suicidal policy by a vigorous search and inquisition
